Objet : Eoliennes industrielles, réintroduction de l’art. 33 bis A au PL n°495 Création, Architecture et Patrimoine, pour la,protection des monuments historiques.

Mesdames, Messieurs les sénateurs

L’article 33 bis A du projet de loi « Création, Architecture, Patrimoine », voté par le Sénat, qui prévoyait un avis conforme de l'Architecte des Bâtiments de France lors de l'instruction des autorisations d'exploiter les centrales éoliennes, a été supprimé le 22 mars dernier en séance de nuit.

Les députés ont déposé des amendements de suppression de l’avis conforme des Architectes des Bâtiments  de France (ABF)

La simplification des procédures a été avancée comme étant nécessaire à la filière éolienne par les 67 députés présents dont tous les députés du groupe EELV. Cette affirmation est contraire aux faits et elle est basée sur des dossiers frauduleux.    

Ces manœuvres ont lieu systématiquement à chaque étape des procédures législatives ayant donné lieu au vote des lois Transition Energétique, Macron et Prévention des risques, notamment pour tenter de  faire supprimer l’autorisation d’exploiter les éoliennes industrielles (ICPE) et supprimer ainsi toutes les protections et les textes de loi qui les encadraient.    

Le parti EELV, pivot de ce système
représente aveuglement  les intérêts de la filière éolienne  depuis 15 ans. Il vient même d’obtenir l’engagement du secrétaire d’Etat chargé de la réforme de L’Etat et de la simplification, monsieur Jean-Vincent Placé, « d’aller vers une simplification massive » des procédures concernant les énergies renouvelables. Cet ancien sénateur EELV passé au gouvernement annonçait avoir chargé  monsieur Denis Baupin, député  parisien, lui aussi du parti EELV, d’une mission en ce sens.

Dans un tel contexte d’affairisme, la nécessité d'un regard  en faveur de l'intérêt général par rapport à la somme d’intérêts particuliers  semble évidente et l'Architecte des Bâtiments de France sur l'impact des éoliennes sur les monuments historiques publics et privés est indispensable.         

Déjà 6.500 éoliennes géantes détruisent impunément et sans contrôle les paysages et le patrimoine de notre pays. Les promoteurs veulent en implanter 20.000 autres sans aucun plan d’ensemble et  au gré de marchandages parfois sordides  entre les industriels du vent et des communes appauvries qui n’ont même plus les moyens de refuser leurs implantations . Pourtant sans le savoir certaines d’entre elles sont mises   sous la tutelle financière de certains industriels du vent dont la transparence  mériterait une enquête au niveau national.

 

Il est de votre responsabilité, Mesdames, Messieurs les sénateurs,  grâce à votre solidarité et votre courage de mettre un frein à la libéralisation à outrance des conditions d'implantation des éoliennes qui ne doivent pas être plus faciles à implanter que de simples abris de jardins comme le souhaitent  les promoteurs.         

Vous trouverez ci-joint un document qui présente la liste  alphabétique des 10.120 signataires d’une pétition pour soutenir  votre action. Ces personnes  vous demandent de continuer à lutter et  de déposer un amendement de rétablissement de l’article 33 bis A issu des travaux de votre Haute Assemblée, pour éviter toute co-visibilité future d’éoliennes industrielles, vers et depuis,  les monuments historiques, de le voter puis de le défendre en Commission Mixte Paritaire.

Hundreds of classified sites, thousands of small historic villages, 51 natural parks are about to be destroyed by 20,000 giant wind turbines.

French Senators  are trying to stop the destruction of French Héritage!!!!!

Wind Turbines are not so "Green" when they are placed on the Normandy Landing Beaches

The French federation of groups promoting a sustainable environment, La Fédération Environnement Durable (FED), seeks to mobilise public opinion against the damage that wind development is doing to our landscape and our heritage.

FED Chairman Jean-Louis Butré, writes that the Normandy landing beaches of Pointe du Hoc, Utah Beach, Omaha Beach, Port-en-Bessin, Gold, Arromanches, Juno, Courseulles, Sword, Ouistreham and Pegasus, symbols of the liberation of Western Europe from Nazi rule are to be despoiled in the name of the con job that is the wind market.

More than 130,000 Allied soldiers landed June 6, 1944 on the Normandy beaches. Even today, when we look towards the sea, the D-Day wrecks charge the vast seascape with emotion.  But for how much longer?

A massive wind farm threatens to despoil this view, to the detriment of history, with no real benefit to the environment, national interest or economy.  But with good profits for the German or Danish wind turbine machinery manufacturers and for the providers who will install and operate the wind farm.

Katherine Poujol, director of FED and Gardez les Caps despairs of state officials who speak out of both sides of their mouths.  In 2006 the Lower Normandy region requested UNESCO registration of eight landing beaches as a world heritage site of humanity which was formally supported by the US Congress in May 2014.

At ceremonies to commemorate the 70th anniversary of D-Day on June 6, 2014, President Francois Hollande declared: "The soul of the fighters who gave their lives for the liberation of Europe still float on the beaches, the quiet beaches, of Normandy. (...)  That is why I wish, the name of France, that the landing beaches are listed as World Heritage by UNESCO, because here we are today on a world heritage site. This registration will remind the world of the sanctity of these places and preserve them forever ... "

But is it credible that the president was unaware that in 2011 his government launched a tender for the construction of five massive 500 MW power plants offshore wind, also called "off-shore wind farms" at Le Tréport, Fécamp, Courseulles-sur-Mer, Saint-Brieuc and Saint-Nazaire?

And two years later added further sites on the islands of Yeu and Noirmoutier?

The sacred site of Arromanches is known all over the world.  In 2012, under the deceptive pseudonym of "Courseulles-sur-Mer" (not Arromanches), it was awarded to a consortium known as "Calvados", formed by EDF, DONG (Danish) and WPD (German).

The wind farm will be comprised of 75 wind turbines, 176 meters high covering 67 km² in the middle of a marine cemetery and busy public maritime domain just 10 kiloThese gigantic wind turbines will rest on steel piles of 7 meters in diameter sunk 30m meters into the seabed by drilling and pile driving, and interconnected to an electrical substation at sea by hundreds of kilometers of cables, all the time emitting flashes of red / white every second, day and night.

Contempt for the facts and public opinion

Despite the hostility of two thirds of the participants in the public inquiry, which took place from August 10 to October 28, 2015, the Public Inquiry, finding in favour of the wind farm development stated that "the existence of the wind farm does not appear such as to call into question the principle of classification to UNESCO (...).  The requirements of progress cannot be constrained by an interpretation of the duty of memory. "

All that gives meaning to life, the beautiful scenery, the poignant memories, must be sacrificed at the altar of progress, the right to consume energy on demand.  And yet sadly, the electricity generated off Arromanches will cost seven times the current wholesale price for electricity.  That’s right - 220 Euros per megawatt hour against 30 Euros per megawatt hour, with the 190 Euros subsidised by taxpayers.

In addition, there is every reason to fear irreversible damage to the environment: destruction of benthic ecosystems, chemical alteration of marine waters by sacrificial anodes, noise pollution, low-frequency sonic waves and infrasound, electromagnetic fields, unpredictable sediment transport, slaughter of marine wildlife, the disappearance of coastal fishing ... Not to mention of course the tourist pollution.

Integrity and general interest has little in common with industrial lobbyists and their fellow travellers ...
